Top AI Startups in Europe, by City

Guillaume Rostand, Tanguy Wincker, Adam Hruska·June 25, 2026·8 min read

The top AI startups in Europe cluster in five cities. Paris is the foundation-model capital (Mistral AI, Hugging Face); London has the largest concentration by funding and valuation (ElevenLabs, Synthesia, Stability AI); Berlin owns enterprise and agentic AI (Parloa, n8n); Amsterdam leads on AI-native funding (DataSnipper, Cradle); and Barcelona is the fastest-growing hub (Nuclia, Mediktor). For raw funding, London; for frontier models, Paris; for applied enterprise AI, Berlin. If you remember five names, remember Mistral, ElevenLabs, Synthesia, DataSnipper and Nuclia.

The top AI startups in Europe are concentrated in five cities: Paris, London, Berlin, Amsterdam and Barcelona. Paris anchors foundation models with Mistral AI; London leads on funding with ElevenLabs, Synthesia and Stability AI; Berlin builds enterprise and agentic AI; Amsterdam backs AI-native bets; and Barcelona is the fastest-rising Mediterranean hub.

This page ranks the best AI startups city by city, with verified headquarters, fields and funding, and links through to each company in the wider European AI ecosystem. It is the starting point of our AI Companies cluster.

Methodology

How we built this list

"Top" is doing a lot of work in a phrase like this, so here is what actually moved a company up the list:

  • Funding raised & momentum — capital and the trajectory behind it, not just a single headline round.
  • Traction / customers — real adoption and revenue signals, not vanity metrics.
  • Technology & IP — proprietary models, open-source contributions and genuine technical depth.
  • Talent & founders — the calibre of the team and the research pipeline behind it.
  • Ecosystem influence — how much each company shapes its city's wider AI scene.
  • Editorial review — a final judgement call by the authors on where each one lands.

These are editorial choices, weighed and signed by Guillaume Rostand, Tanguy Wincker and Adam Hruska. We cross-checked every fact against public sources, but the ranking itself is human judgement, not a scraper's leaderboard.

The numbers behind European AI

European AI is no longer a single-capital story. Capital, research and talent are spread across a network of hubs, and the funding data confirms it: AI is now the centre of gravity for European venture investment, drawing on world-class universities and an increasingly global investor base spanning a16z, Sequoia, Index Ventures and Lightspeed.

~25%

of all European VC funding went to AI companies in 2024, the single largest share of any sector.

The takeaway for anyone mapping the space: the best AI startups are not in one place. To find them, you look AI startups by city, the lens this ranking uses. Below, each hub is ranked with its standout companies, verified by headquarters and field.

Top AI startups in Paris

Paris, France, is Europe's foundation-model capital. It produced the continent's most valuable independent AI lab and a global open-source platform, fed by a deep research pipeline from École Polytechnique, INRIA and ENS.

  • Mistral AI, founded in Paris in 2023, builds open-weight and proprietary large language models and is widely seen as Europe's leading OpenAI challenger, valued above $14 billion and backed by investors including a16z and Lightspeed.
  • Hugging Face is the open-source hub for models and datasets; founded by French nationals with a large Paris team, backed by Sequoia, it is incorporated in the US but deeply French at its roots.
  • Dataiku is the enterprise data-science and machine-learning platform born in Paris.
  • Photoroom builds AI image-editing tools used by millions of merchants and creators.
  • Owkin applies AI to biology and drug discovery.

Top AI startups in London

London, United Kingdom, hosts Europe's largest single concentration of AI startups by funding and valuation. Its leaders span voice, video, image generation and autonomous driving, several reaching multi-billion-dollar valuations at remarkable speed, backed by funds such as a16z, Index Ventures and ICONIQ.

  • ElevenLabs, headquartered in London, builds AI voice technology, text-to-speech, voice cloning, dubbing and conversational agents, and reached an $11B valuation in 2025.
  • Synthesia is the leading AI video-generation platform with human-like avatars, valued around $4B.
  • Stability AI created Stable Diffusion, one of the most widely used open-source text-to-image models.
  • Wayve develops embodied AI for autonomous driving, raising a $1B+ round led by SoftBank.
  • Luminance applies AI to legal contract analysis.

Top AI startups in Berlin

Berlin, Germany, is the country's AI capital, anchored by a dense ecosystem of enterprise and agentic AI startups and shared spaces like the Merantix AI Campus. Its strength is applied, production-grade AI for business workflows rather than headline foundation models.

  • Parloa builds a conversational-AI platform for customer-service automation and reached a $120M Series C in 2025.
  • n8n is the popular workflow-automation platform now central to many AI-agent stacks.
  • Ada Health uses AI for symptom assessment and personalised health guidance.
  • Merantix is the AI venture studio behind Berlin's flagship AI campus, home to dozens of AI teams.

Top AI startups in Amsterdam

Amsterdam, the Netherlands, punches above its weight: the city leads European hubs on the share of funding rounds that are AI-native, ahead of Paris and London on that measure. Dutch AI leans toward finance automation, scientific AI and edge hardware.

  • DataSnipper builds AI automation inside Excel for audit and finance teams and reached a $1B valuation, with adoption across the Big Four; backed by Index Ventures.
  • Cradle uses AI to design proteins from scratch, accelerating drug and vaccine research.
  • Axelera AI designs chips that run AI on-device rather than in the cloud, and secured significant grant funding in 2025.

Top AI startups in Barcelona

Barcelona, Spain, has become one of the most exciting AI hubs in Southern Europe. The city's AI startups raised on the order of €115 million in venture funding in 2025, across retrieval and generative AI infrastructure, health AI and vertical fintech and operations tools.

  • Nuclia is the standout: a RAG-as-a-Service platform for AI search and generative answers over unstructured data, in any language.
  • Mediktor applies AI to medical symptom assessment and triage, one of Barcelona's most established health-AI names.
  • Murphy replaces manual debt-collection work with AI and operates across 30+ countries; it raised $15M in 2025 led by Northzone.
  • Danelfin runs an explainable AI stock-picking platform, scoring thousands of equities daily.
  • Alinia AI builds a model-agnostic platform to evaluate AI guardrails, safety and compliance.

Barcelona's mix of research institutes, English-speaking talent and a dense conference calendar makes it a practical base, the reason AI Summit Europe is held here. See the deeper city-by-city breakdown for the full Barcelona roster.

Beyond the five cities

Some of Europe's biggest AI names sit outside the five ranked hubs. In Germany, Aleph Alpha (Heidelberg) builds sovereign large language models for enterprise and government, and Helsing (Munich) is Europe's leading AI-defence company, valued at over €12 billion. DeepL (Cologne) is the AI translation leader. These are German AI champions, but not startups of Berlin, Paris, London, Amsterdam or Barcelona.
