Albert Tort Pugibet
Biography
Albert Tort Pugibet is the Secretary of Telecommunications and Digital Transformation of the Generalitat de Catalunya, where he leads the government's digital transformation agenda, including the technological backbone of Catalunya's €1 billion AI strategy — from sovereign public cloud and territory-wide connectivity to AI adoption across the public administration. Before joining the government, he was Chief Technology Officer of Sogeti Spain, specializing in software engineering, quality assurance, and technology innovation.
He combines deep technical credibility with public-sector execution: a former researcher and lecturer at the Polytechnic University of Catalonia (UPC), he has published extensively on software quality and conceptual modelling, and led Sogeti's innovation lab in Spain.
